Parking tickets (penalty charge notices) - City of Doncaster Council (2024)

The Traffic Management Act 2004 allows local authorities to enforce parking restrictions. This includes yellow line enforcement. These parking tickets/parking fines are known as Penalty Charge Notices (PCNs)

The Traffic Management Act 2004 sets out higher and lower level parking contraventions. In Doncaster the penalties for each level are:

*The discount amount is only applicable if payment of the charge is made within 14 days from the date of service of the penalty charge notice.

Paying your parking fine

• Pay parking tickets/fines online

(Please note that parking fines/Penalty Charge Notices are not available to pay on the day they are issued.Theyare uploadedready for payment the following day)

• by telephone- If you wish to pay by Debit Card using the automated payment telephone services, telephone Ways to pay your Council Tax - Doncaster Council 0333 2000 324. Cards accepted: Maestro, Visa, Delta, Visa Electron or Solo
• by post- a cheque or postal order, crossed and made payable to Doncaster MBC, should be sent to Doncaster Metropolitan Borough Council, Civic Office, Waterdale, Doncaster, DN1 3BU. Allow two working days for 1st class post and five for 2nd class
• in person - payments may be made in person at the “Post Office” or at any “Paypoint” outlet. Please ensure you take any correspondence with you which includes the pre-printed barcode. Without the barcode, payment cannot be taken
• Bank or building society - You can use Internetor telephone banking by quoting:

Appealinga penalty charge notice

1. Appeals made within 14 days

If you wish, you can contact Doncaster Council immediately after you receive the Penalty Charge Notice (PCN). You should aim to do this within 14 days of receiving the PCN if you want to preserve the right to pay at the discount rate of £35 (higher rate) or £25 (lower rate). All appeals must be submitted in writing, either by post or using the link below:

State your case clearly and simply. If you have evidence to support your claims such as receipts or witness statements, send these in. (For postal appeals we recommend that you always send copies only and hold on to the originals).

The Council willrespond either accepting or rejecting your challenge. If you haveappealed within 14 days of receiving the PCN and the council reject your appeal, you should be offered the chance to pay at the discounted rate.

2. Appeals made after 28 days

If after 28 days your Penalty Charge Notice remains unpaid, the council will send a Notice to Owner to the person or company they believe to be the owner of the vehicle. By now, the full penalty charge will be payable of £70 (higher rate) or £50 (lower rate).

This notice goes to the person believed to be the owner of the car because, under the Traffic Management Act 2004, it is the owner of the vehicle who is liable for any Penalty Charge Notices issued to it, irrespective of who the driver was. This is known as owner liability.

If you receive a Notice to Owner, you can use the form to make formal representations to the council. The Notice to Owner form itself details the legal grounds on which a formal representation may be made. You must make your representations within 28 days of receiving the form.

Again, state your case clearly and simply. If you have evidence to support your claims, such as receipts or witness statements, send them in. (We recommend that you always send copies only and hold on to the originals).

If the council waives the Penalty Charge Notice, you will receive a letter informing you of this. If it decides that the PCN should not be waived, you will be sent a letter explaining why. This is called a Notice of Rejection of Representations. With this letter, you will receive a unique PIN NUMBER to allow you to appeal to the independent Parking Adjudicator (Traffic Penalty Tribunal).

3. Appeals to the Traffic Penalty Tribunal

You may only appeal to the Traffic Penalty Tribunal if you have first used the ‘Notice to Owner’ form to make representations to the Council that issued the PCN and have received their ‘Notice of Rejection of Representations.
